General questions about research practice should be on Academia, only questions essentially about theoretical computer science are on topic on cstheory.

Then the best thing to do is to look at the existing questions, see if your question seems to fit and act appropriately. As for CW, if you really want it to be CW, after writing the question you should flag it for moderator attention saying you want this to be CW. However have a look at our CW policy
